| Hazardous and Noxious Substances Convention |
(HNS Convention)
Convention drawn up by the International Maritime Organisation in May 1996. The two-tier convention provides compensation for loss or damage resulting from pollution, fire or explosion threatened or caused by hazardous and noxious substances. The convention introduces strict liability of the shipowner and a system of compulsory insurance and insurance certificates. This first tier is supplemented by a second tier, the HNS Fund, financed by cargo interests. |

The European Council Regulation (EEC) 793/93 requires producers and importers of chemical substances to submit to the European Commission data concerning a number of chemicals, if the production or import volume exceeds certain limits. This serves to evaluate and control the risks of existing substances. The data must be supplied on computer readable diskettes written with the HEDSET, or Harmonised Electronic Data Set, program. |
